agrees that it was not incumbent upon Mr. Smith

to do more than give Dr. Barbosa openings for

any discussion of local defence. Add that he

notes that it is considered that the

commercial relations between Hong Kong

and Macao deserve to be more intimate than in the

past, and that he will be interested to

hear of any developments which may take

place in this matter.

Before doing so, however, we should,
